How do we measure progress? For decades, nations relied on economic metrics like Gross National Product to gauge development. But does a higher GNP truly mean people are living better lives? In 1990, economist Mahbub ul-Haq introduced a revolutionary concept: the Human Development Index. This marked a fundamental shift from measuring wealth to measuring what actually matters-how long people live, how educated they are, and whether they can maintain a decent standard of living.

Understanding the Human Development Index
The Human Development Index is a composite measure that evaluates countries based on three core dimensions. First, health is assessed through life expectancy at birth, reflecting how long people can expect to live. Second, education combines two indicators: mean years of schooling for adults aged 25 and older, and expected years of schooling for children entering the education system. Third, standard of living is measured by Gross National Income per capita, adjusted for purchasing power parity.
What makes the HDI unique is its calculation method. Rather than simply averaging these components, the index uses a geometric mean, which ensures that low achievement in one dimension cannot be compensated by high achievement in another. Each indicator is normalized to a scale between 0 and 1, with countries scoring higher when their populations live longer, have more education, and enjoy higher incomes.
The HDI was created with a clear purpose: to shift attention from national income accounting to people-centered policies. Its founder believed that a simple composite measure could convince policymakers that development should be evaluated not just by economic advances, but by improvements in human well-being.
Expanding the measurement toolkit
While the HDI provided a more comprehensive view than economic indicators alone, it still painted an incomplete picture. This led to the development of additional indices that capture different dimensions of human development.
Gender Development Index
Introduced in 1995, the Gender Development Index addresses a critical gap: how do development achievements differ between men and women? The GDI uses the same three dimensions as the HDI-health, education, and economic resources-but calculates separate indices for females and males.
The GDI is calculated as the ratio of female HDI to male HDI. A value of 1 indicates perfect gender parity, while values below 1 show that women are disadvantaged compared to men. For health, the index accounts for female and male life expectancy at birth. Education considers both expected years of schooling for children and mean years of schooling for adults, disaggregated by gender. Economic command is measured through estimated earned income for women and men.
This gender-sensitive approach reveals disparities that the standard HDI might mask. Countries can have similar overall HDI scores but vastly different experiences for women versus men, particularly in education access and income earning opportunities.
Human Poverty Index
The Human Poverty Index, first introduced in the 1997 Human Development Report, took a different approach by focusing on deprivations rather than achievements. The HPI concentrated on three dimensions: longevity, knowledge, and standard of living.
For developing countries, HPI-1 measured the probability of not surviving to age 40, adult illiteracy rates, and the percentage of people without access to safe water combined with the percentage of underweight children. For developed nations, HPI-2 included four dimensions: probability of not surviving to age 60, functional illiteracy, income poverty, and long-term unemployment as a measure of social exclusion.
In 2010, the HPI was replaced by the Multidimensional Poverty Index, which offers a more detailed household-level assessment. The MPI examines overlapping deprivations in health, education, and living standards across ten indicators, providing a more nuanced understanding of poverty’s multiple dimensions.
Practical applications in policy and development
Development indicators serve a purpose beyond academic interest-they guide real-world decisions. The HDI and its variants help policymakers identify where resources are needed most and track whether interventions are working.
Identifying disparities
One of the most valuable uses of multidimensional indices is revealing hidden inequalities. Two countries with similar GNI per capita might have vastly different HDI scores, signaling that one is more effectively converting economic resources into human development outcomes. Similarly, comparing a country’s HDI with its GDI can expose gender gaps that need attention.
These comparisons enable targeted interventions. If a nation has high income but low life expectancy, the problem likely lies in healthcare access or public health infrastructure. If education indicators lag behind, policymakers know to prioritize schooling access and quality.
Tracking progress over time
Development indices also function as accountability tools. By tracking HDI scores annually, countries can monitor whether their policies are improving citizens’ lives. The global MPI database currently covers 109 countries and 1,359 subnational regions, allowing for both international comparisons and within-country analysis of regional disparities.
This temporal dimension is crucial. A rising GDP might coincide with stagnant life expectancy or declining educational enrollment, signaling that economic growth isn’t translating into broader development. The indices provide early warning signs when development goes off track.
Why HDI surpasses GNP as a development measure
The fundamental difference between HDI and GNP lies in what they measure. GNP captures economic output-the total value of goods and services produced by a nation’s residents. While useful for understanding economic performance, GNP measures productive capacity, not overall well-being.
Consider this scenario: a country discovers oil and experiences rapid GDP growth. Its GNP soars, but if revenues aren’t invested in healthcare, education, or infrastructure, citizens’ quality of life might barely improve. The HDI would reveal this disconnect by showing stagnant scores despite economic growth.
Capturing non-economic dimensions
The HDI’s strength is its recognition that development encompasses more than money. A nation can have high income but poor health outcomes, as seen in countries where life expectancy lags despite economic wealth. Conversely, some countries achieve impressive health and education outcomes with modest incomes, demonstrating efficient conversion of resources into human development.
Research comparing GDP rankings with HDI rankings across 140 countries found that while correlation exists, it varies significantly by income level. Low-income countries show stronger correlation between GDP and HDI, but middle-income countries often display weak relationships, suggesting that economic growth doesn’t automatically translate into human development at certain stages.
Policy implications
This matters for policy design. If governments focus solely on GDP growth, they might pursue industrialization strategies that increase output but create pollution, worsen inequality, or neglect social services. The HDI encourages balanced development that improves health and education alongside economic growth.
The multidimensional approach also prevents misleading comparisons. Two countries with identical GNI per capita can have dramatically different human development outcomes. One might invest heavily in public education and healthcare, while another allows income inequality to concentrate wealth among elites. The HDI captures these critical differences that GDP cannot.
Looking ahead
Development measurement continues to evolve. The 2025 Global MPI report introduced climate hazard data, revealing that 887 million people living in poverty face at least one climate hazard-drought, floods, high heat, or air pollution. This integration of environmental factors represents the next frontier in understanding human development comprehensively.
Despite their limitations, these multidimensional indices have fundamentally changed how we think about progress. They’ve shifted global conversations from “How fast is the economy growing?” to “Are people’s lives improving across multiple dimensions?” This reframing has profound implications for policy priorities, resource allocation, and how we define success.
